==Description==
He wears a red shirt and blue pants along with a brown pair of boots, a hat, and gloves. He wears a blue mask that covers the lower half of his face and brandishes an electric whip as his signature weapon.

==Role in comic==
When [[Mermaid Man]] falls asleep, the Rustler steals his seahorses by herding them onto a train. He is confronted by [[Barnacle Boy]], who possesses the body of a seahorse. The two fight on the top of the moving train, and the Rustler manages to kick Barnacle Boy off. As Barnacle Boy is hanging onto the side of the train, the Rustler is struck by a passing water tower. After Mermaid Man catches the Rustler's body, his electric whip causes Barnacle Boy to switch back into his original body.
