The balloon seller is the fish who sells balloons at the zoo in the book Zoo of Balloons.
Description
He is a mint green fish with olive green dorsals. He wears a red cap eith an illustration of a scallop on it, a red shirt, light blue shorts, and square-shaped, light red sandals.

He is seen selling animal-themed balloons and lets SpongeBob and Patrick buy some.
