Administrator Flotsam is an administrator for the Bikini Bottom Hospital. He is green and he wears a suit. He is associated with Actor as Doctor and Dr. Forrest. He appears in The Lost Mattress, telling the Actor to move Mr. Krabs off of the sidewalk, while he is in his "cash comma". He was not seen in the series again so far, and it is not known if he will appear again. He is voiced by Rodger Bumpass.

Trivia
- Administrator Flotsam is named after the maritime term "flotsam and jetsam". Flotsam is the cargo and parts of a ship that float in the sea after a wreck, while jetsam is anything throw overboard during distress that either sinks or washes ashore.
- Flotsam is also the name of a character in the Disney movie The Little Mermaid, an eel minion who works for the sea witch Ursala along with another eel minion named Jetsam.
