(Citizens Of Bikini Bottom United To Keep SpongeBob SquarePants Off The Road And Out Of Boats All Together) is a group of citizens that provided the short film: Boat Smarts. Their main purpose is to keep SpongeBob out of boats and off the road. So far, its only appearance was in: Boat Smarts.
