The Criminal only appeared in the episode "Bubble Buddy." In this episode, he eats a Krabby Patty in the Krusty Krab. He is probably in/from the Bikini Bottom Jail.
Appearance
He has olive green skin and a mask. He also has white and black stripes in his clothing, as typical prisoners wear. Many other similar criminals have made cameo appearances all throughout the series.
