The mad scientist is a minor character who appears in the episode "My Leg!"
Description
He is a green fish with a white lab coat with two buttons. He has black shoes and a lime dorsal fin. He has a red scar near his right eye, has dark green lips, and black eyes. He has an odd look on his face.

He is seen using a laser to vaporize Fred's leg, in the montage that the doctor shows Fred of him breaking his leg.
