Role in episode

When SpongeBob goes to clean up the city, he sees that it has already been done. It is revealed that the cleaner was Sandy, who did it cause she was apart of a group called FEMA. When Sandy asks SpongeBob if he could join, he passes it, right before they get ambushed by the empty heads.
