Fix the Emptyheads Mess Again, or F.E.M.A., is an organization where, as its name states, people fix Bikini Bottom whenever the Empty Head Society destroys it.

Role in episode

When SpongeBob goes to clean up the city after the Empty Head Society damages it, he sees that it has already been done. He learns that the culprit of the cleanliness was Sandy, who did it because she is part of a cleanup group called F.E.M.A. When Sandy asks SpongeBob if he wants to join, he declines. Right after this, they get ambushed by the Empty Heads, and they mess up the city once again.
