Billy is a kid who appears as the second main antagonist in "Friend or Foe". He constantly makes fun of Mr. Krabs about his clothes, and calls him "Rag Boy". He also, as seen in the image, bullies Plankton as he is friends with Mr. Krabs, or "Rag Boy". He is one of the most popular boys at Poseidon Elementary School. He appears in "The Clash of Triton" as a baseball player. He also appears in other episodes as a background character.
