Description
Billy is a light yellow fish, with blue eyes. He wears spiky purple headgear and a white diaper. He also sucks a pale-red pacifier.
Role in series
"Goo Goo Gas"
Billy is seen with Incidental 45 at Barg'N-Mart, sitting in a shopping cart while his mother shops. He is later insulted by Template:Data:Links, which causes Incidental 45 to run over Plankton with her shopping cart twice.
"Free Samples"
Incidental 45 tells him to look at Template:Data:Links while he is dancing in a monkey costume. He appears again later in the episode when Incidental 45 holds him during the riot.
"The Getaway"
He appears with Incidental 104, who is hanging clothes, when SpongeBob and Stickyfins Whiting crash through.

He is seen with Incidental 41.
