Billy is a light yellow fish, with blue eyes. He wears spiky purple headgear and a white diaper. He also sucks a pale-red pacifier.

Billy is seen with Incidental 45 at Barg'N-Mart, sitting in a shopping cart while his mother shops. He is later insulted by Template:Data:Links, which causes Incidental 45 to run over Plankton with her shopping cart twice.

Incidental 45 holds him during the riot. He appears again later in the episode when Incidental 45 tells him to look at Template:Data:Links while he is dancing in a monkey costume.
