Billy Fishkins is a minor character that appears in the episodes "The Chaperone," "Whale of a Birthday," and "Don't Look Now." He also appears during the clip shown in "The Sponge Who Could Fly."

Billy Fishkins is a very short fish. He is mainly olive-brown in color and has fuzzy brown hair and wears glasses.
History
"The Chaperone"
Billy Fishkins is first seen briefly as Template:Data:Links first enters the prom to join Template:Data:Links in the photo shoot. He is seen again along with one of Pearl's friends as her date. Billy's only line in the episode is "Meep."
"The Sponge Who Could Fly"
He appears in the clip of "The Chaperone" shown in the Remembering SpongeBob clip.
"Whale of a Birthday"
Pearl and her friends see Billy Fishkins in the mall. They say "Hi" to him and Billy replies with "Meep."
"Don't Look Now"
He appears as the snack vendor at the Reef Cinema.
Trivia
- His name suggests that he could be related to Nick Fishkins, but since Billy is an anchovy and Nick is another type of fish, it is likely that they just have the same last name.
