SpongeBob is willing to pass his driving license now with Mrs. Puff, but fails. Patrick passes it, and gets a new Bumperville. SpongeBob is jealous that his friend has got a new car. They went around Patrick's house for an hour and SpongeBob is tired. Patrick drives SpongeBob to his parents. Patrick nearly crashes, but doesn't wreck it. Patrick shows SpongeBob's mother and father his driving license. However, when they went back home, the duo passed a sign informing drivers to travel forty mph. SpongeBob checks the speedometer and finds that Patrick is traveling at forty and a half mph. SpongeBob goes to the police and tells the story. But the police dosen't believe him due to the stop which brought the speed of the boat forty under the limit which was zero an hour. At an intersection, Patrick passes the red light, causing cars to crash and pedestrians running away. SpongeBob rips Patrick license and Patrick is blamed for being a litterbug. Patrick was taken to jail, but SpongeBob begs for the police to send him to jail, since he was the litterbug. The judge agrees, and one week of social work later, SpongeBob made a plate for Patrick's car. But Patrick said he threw it away because the needle was pointing at E, meaning the gas tank was empty, but Patrick thought his Bumperville had died.
This is one of the episodes where Patrick acts like a complete jerk. The second being its sister episode, Rule of Dumb.
The boat Patrick gets is a driveable boat in SpongeBob's Boating Bash.
