They are robots that are programmed to help out around Atlantis. At least one of them was programmed to control an Atlantean Bus.
History
Captain of the Sea Ship Atlantis
He is a robot that appears on board Sea Ship Atlantis. He appears in both Atlantis SquarePantis and SpongeBob's Atlantis SquarePantis. He tells SpongeBob in order to move the bus, him and his friends have to sing.
Tour Guide Robots
The Tour Guide Robots are robots that appear throughout the Museum of Atlantis in SpongeBob's Atlantis SquarePantis.
