The Criminal only appeared in Bubble Buddy. He is probably in the Bikini Bottom Jail. He likes Krabby Patties, since he eats some. He was arrested by the Bikini Bottom Police Force.

He has green skin and a mask. He also has white and black sprites in his clothing.
