The Navy captain is the captain of Mr. Krabs' Navy crew who appears in the episodes "Shell of a Man" and "Walking the Plankton."
Description
He is a light green fish with a big, white, bushy mustache and wears the typical Navy uniform, which is a blue hat and a blue suit with badges and gold stripes.

He calls Mr. Krabs' up to the stage to give a speech.

He is shown as the captain of the Luxury Ocean Cruise Ship. According to this episode, he is currently on parole.
