SpongeBob thinks Small-Fins is a cereal bowl caddy at first, but then realizes he is an actual fish at the end of the comic. He is a criminal and was created by Graham Annable.
He has met SpongeBob, the green police fish, the purple police fish, and the turquoise police fish. He once hid in a Kelpo cereal box.
