Description
Billy is a light yellow fish, with blue eyes. He wears a wavy purple bonnet and a white diaper. He also sucks a pale-red pacifier.

"Goo Goo Gas"
Billy is seen with Judy at the Barg'N-Mart, sitting in a shopping cart while his mother shops. He is later insulted by Template:Data:Links, which causes Incidental 45 to run over Plankton with her shopping cart twice.
"Slide Whistle Stooges"
He is with Incidental 47 when Template:Data:Links went crazy and trolled the entirety of Bikini Bottom.
"Free Samples"
Incidental 45 holds him during the riot. He appears again later in the episode when Incidental 45 tells him to look at Squidward while he is dancing in a monkey costume.
"It Came from Goo Lagoon"
He is with Incidental 7.
"Two Thumbs Down"
He is with Incidental 14.
"The Getaway"
He appears with Gale, who is hanging clothes, when SpongeBob and Sticky Fins Whiting crash through.
"Potato Puff"
A female version appears. She saved Incidental 47 and Incidental 6 from Spongebob's reckless driving by growing muscular legs. She and her family later giving a tour of the Dynamite Factory, when some bickers heading towards them. She saves her parents and Rube Goldfish just before the factory exploded.
"Yellow Pavement"
Squidward avoids him in a baby carriage.

He is with Lady. Squidward's clarinet made him cry and his mother cries as well.
