Helen the Felon,[1] also known as Incidental 173,[2] is an incidental character who first appears in the episode "Call the Cops." She is likely classified as a kid-type incidental.
Description
She is a little fish girl with light pink scales, blonde hair in two ponytails tied up by red bands, and wears a pink shirt with a purple dress.

- Helen the Felon is Incidental 173's most consistently used name in the franchise. It originated in her debut "Call the Cops," and it got readapted in "Delivery of Doom," as well as the credits of "Too Many Patricks" and "Pat-per Route."
Role in series
Helen the Felon has made a few appearances throughout the series. She makes her biggest appearance yet in her debut, "Call the Cops" where she was firstly designed to be a criminal that takes the appearance of an innocent little girl. In "Delivery of Doom," she is revealed to be a member of E.V.I.L.

"Call the Cops"
She gets arrested by SpongeBob for selling cookies without a license. She goes to the Bikini Bottom Police Department to get checked in, and her background is told by an officer to SpongeBob and Mr. Krabs. At the officer's request, she reveals her true nature to the duo by hitting and biting them, surprising the pair with her evil acts. She is subsequently placed in an interrogation room to get "interrogated" by SpongeBob but she turns it around and he cracks under pressure at her questions. She is later put in jail with SpongeBob, Patrick, Plankton, and Mr. Krabs before being crushed by Patrick at the end of the episode.
"Escape from Beneath Glove World"
She is one of the kids arrested and sent to the Glove World! Jail for breaking a rule; in her case, for biting a lemonade seller. She then leads the other kids in a jailbreak after SpongeBob and Patrick escape.
"Potato Puff"
She is seen playing at a playground with other children until SpongeBob drives into the playground and causes destruction in it, which causes her to run away along with the other children.
"Slappy Daze"
She is seen as one of the kids playing Prance Prance on your Grave at the Fun Arcade with Slappy where she and the other kids get playing get knocked out by his body parts and is then seen cheering for him when his head goes into a basketball game.
"Delivery of Doom"
She is revealed to be a member of the Legion of E.V.I.L., where she tries to prevent SpongeBob from delivering Man Ray's Krusty Krab order by controlling the E.V.I.L gate handle. SpongeBob use his patty-lifting hand to open the gate, and he falls on top of her. SpongeBob asks for an autograph, and she signs his E.V.I.L comic book.

"Survivoring"
She is one of the child campers in Campfire Massacre 7 who gets eaten by a large monster.
"Too Many Patricks"
She is seen squeezing a balloon in anger while waiting for Patrick to appear at a birthday party.
"Pat-per Route"
She is selling lemonade when Squidward rolls into her stand. She gives Squidward lemonade made out of lemons and dynamite.

- She looks similar to Brian Morante's daughter caricature fish, only with a different hairstyle and different sleeves.
- She and Incidentals 1, 6, 32, 37B, 38, 39, 40, 45, 80, 83, 86, 87, 107, 118B, 154, and 156 are the only regular incidentals with consistent names.
