He is a dark yellow fish with darker yellow lips and slick black gray hair who wears a blue vest over a white dress shirt with a red bow tie, a black suit and pants, and brown shoes.

Role in episode

He appears as the valet for King Neptune's ball at King Neptune's castle where the Star family's car runs right over him.
