Incidental 28, also known as a member of Crowd 1 (along with Incidental 31) and one of the skiers (along with Incidentals 13 and 27), is an incidental character who first appears in the episode "Hall Monitor." He was originally supposed to debut in "Ripped Pants," but was cut in the final episode. He is classified as a weirdo-type incidental.
Description
He is a light yellow fish with red-orange eyes and black pupils. He has orange-salmon-colored lips and wears purple-blue shorts.
Skier
He is a distant indigo silhouette of Incidental 28 with skis.

- In "Hall Monitor," a group of eight from Mrs. Puff's class containing Incidentals 9, 12, 28, 31, 40, and 46 are named Bill, Henry, Vera, Clayton, Bart, Ralph, Mimi, and Buddy.

Incidental 28 is an occasionally used incidental character. He has extremely few notable and speaking roles in the series and usually appears deep in the crowds with other incidentals. He was firstly designed to be a beachgoer.
