He wears a uniform, an eyeglass, and always carries a tea cup, supposedly filled with tea, and a saucer. He has inadequately crooked teeth, so he pronounces his words insignificantly and speaks in lisp like when he tries to say "extreme sports" it turns out "extweme spots".
