Incidental 13,[3] also known as a crowd member, one of the skiers (along with Incidentals 27 and 28), the referee, and Incidental PM9, is an incidental character who first appears in the episode "Ripped Pants." He is classified as an inbetween-type incidental.
Description
He is a light green colored angelfish who has olive green fins and yellow eyes. He wears dark blue shorts with a white flower design. In his older appearances, he had scales under his arms, appeared to be a bit more potbellied, and wore small black shoes instead of being barefoot.
Crowd
It is a distant incidental with Incidental 13's color palette appearing as a star shaped teal fish who wears blue pants with black dots. It also has dot eyes. In it's original appearance, it's fins were colored darker teal.
Skier
He is a distant indigo silhouette of Incidental 13 with skis.
Referee
He wears a blue uniform with thin white stripes and a hat with a single white stripe. He also has a whistle in his mouth.
The referee also has an alternate design that debuted in "The Great Snail Race" where he wears a white uniform with thicker black stripes and a black and white striped hat.
Incidental PM9
He is a patty monster with a light teal fins and lips, He also has a few hair strands, visible nostrils, and white eyes with one of them being sideways.
Role in series
Incidental 13 has made a few notable roles, both non-speaking and speaking in the series. Though, he appears to be mostly used as a non-speaking incidental. He can also be seen alongside Incidental 12 in a few episodes. He has also been portrayed to be a referee a few times in the franchise. He was firstly designed to be a beachgoer.

He and Incidental 12 are seen together in a house eating seaweed medley until getting their dinner interrupted by the "Open Window Maniac" who is really SpongeBob in disguise.
"Bubble Buddy"
He is part of the riot formed by Squidward wanting to pop Bubble Buddy.
"Band Geeks"
He is seen staring at the front doors when Patrick and Sandy fight outside of the building. He later hits Stretch with a drum during the band riot and is also seen trying to stab Incidental 106 with a trumpet later on during the riot. He is also part of the Bikini Bottom Super Band.
"Jellyfish Hunter"
Fred stretches a Krabby Patty with jellyfish jelly right in front of his face during his song.
"The Fry Cook Games"
He is the referee of the Fry Cook Games constantly blowing his whistle.
"The Great Snail Race"
He appears as one of the band members playing music while Larry Luciano slithers to the torch, he falls over to his side after playing for two hours straight. He is also the referee for the snail race. Patrick mistakes him as a burglar due to his striped white and black uniform.
"Krabs vs. Plankton"
He is part of the jury.
"Enemy In-Law"
He is part of the first handful of citizens that the Chumbot grabs.
"SquidBob TentaclePants"
He is seen amazed by SpongeBob and Squidward's fusion while the camera slowly pans across the audience at the recital.

He is seen panicking when Pearl enters the Krusty Krab crying.
"Hocus Pocus"
He appears as an actor on TV with puffy blonde hair at the beginning of the episode.
"Money Talks"
He pays Squidward five dollars for his order at the Krusty Krab.
"Slimy Dancing"
He is seen exercising with Squidward and Incidental 48 during Squidward's flashback.
"The Krusty Sponge"
He is seen in the jury of fish who were poisoned by Spongy Patties that find Mr. Krabs guilty.
"A Life in a Day"
He is seen surfing when Larry knocks him off his board.
"SpongeBob's Last Stand"
He is shown to be part of the Shelly Superhighway parade marching band.
"Free Samples"
He gets food poisoning from trying a Krabby Patty made out of chum by Plankton.
"Bulletin Board"
He asks Mr. Krabs why would anyone buy food from a place that smells like stinky armpits after he reads a note on the bulletin board written by PStar7 saying so.
"Salsa Imbecilicus"
He is one of the idiots who get stung by a jellyfish.
"Plankton Gets the Boot"
After Plankton tries to apologize to Karen, he assumes that he was apologizing to him and tells him he accepts his apology, though Plankton then tells him he wasn't talking to him which causes him to step right on Plankton.
"Trident Trouble"
He watches the ice cream flood Bikini Bottom and claims that he like chocolate ice cream before getting swallowed by the flood.
"The Getaway"
He appears as one of the golfers at the golfing range.
"Patrick's Coupon"
He is one of the incidentals who appear in Patrick's fantasy chanting "coupon."
"Larry the Floor Manager"
He appears as one of the overweight customers at the end of the episode.
"Krabby Patty Creature Feature"
Incidental PM9 is one of the many patty monsters that take over Bikini Bottom throughout the episode.
"Cuddle E. Hugs"
He shows interest in the Aged Patties.
"Plankton Paranoia"
He appears as one of the sick customers after the Krusty Krab red alert mode and later gets stamped by Mr. Krabs' "banned" stamp as well as being one of the barreled customers Mr. Krabs bats out of the Krusty Krab.
"The Grill is Gone"
He appears as one of the morbidly obese customers at the beginning of the episode.
"Squirrel Jelly"
He appears at Goo Lagoon during the opening scene and later appears in Sandy's pile of injured beachgoers.
"Squid's on a Bus"
He is part of the pillow fight at downtown Bikini Bottom.
"Broken Alarm"
He is one of the customers who suffer with hunger at the beginning of the episode.
"Senior Discount"
He claims that he will never eat at the Krusty Krab ever again after Mr. Krabs threatens to kick Old Man Jenkins out of the Krusty Krab.
"Dirty Bubble Returns"
He gets disturbed by the Clean Bubble when he offers to check the customers' food.
"Boss for a Day"
He is seen sipping a soda at the Krusty Krab. He starts whining that he is still thirsty after he finishes his entire soda causing Mr. Krabs to get him another one and swiping a dollar out of his pocket due to the Krusty Krab not allowing free refills.
"Under the Small Top"
He appears in the background of Squidward's workout video.
"You're Going to Pay...Phone"
He is one of the many Krusty Krab customers that was impressed by Mr. Krabs' cursed generosity.
"Ain't That the Tooth"
SpongeBob and Patrick collect his and Incidental 12's teeth and put giant diamonds under their pillows followed by a head kiss causing them to smile and blush.
"Big League Bob"
He appears, at the Culinary Stadium, as he blows a whistle after SpongeBob cooked every single Krabby Patty for the audience to eat.
The Patrick Star Show
"The Yard Sale"
He is seen in Ancient Rome times carving a banner that say "Weus Lovus Moronicus!"
"Stuntin'"
He is the referee for Patrick's boxing match against Bare-Knuckles the Sea Bear.
"Super Stars"
He gets his money stolen by a vending machine. Patrick flies in and sucks the vending machine, then spits it out, causing it to hit a gas station.
"The Patrick Show After Dark"
He ask Priscilla to marry him until Patrick looks through the telescope to see what was going on.
"Patrick Show Land"
He and Incidental 31 are seen in the line for GrandPat's Thrilling Chairlift.
"Patrickle Jokes"
He, along with Incidental 14, tests out with Cecil with the electric shock underwear, and then the Pie-O-Matic. That is when Cecil's son, Patrick, protects him. Which eventually, Incidental 14 and Incidental 13 goes and chases him and Squidina. They both failed after Squidina used the Explodo-Gum to explode them off.
