He is olive-green, and wears a black mask. He has black and white stripes on his clothing, as typical prisoners wear. In the "Truth or Square" he has peach lips, but on the cover of You Can Be Anything in "Pat the Horse," he has green lips.

"Truth or Square"
During "Oh, Krusty Krab," the criminal has robbed the First Nautical Bank and gets caught by orange Incidental 118. They then notice the song and happily skip off together.
"Pat the Horse"
The criminal appears on the cover of the book You Can Be Anything.
