Incidental 21
Incidental 21, also known as a crowd member and Incidental PM13, is an incidental character who first appears in the episode "Ripped Pants," while their production order debut is in "Squeaky Boots." They are classified as a hotdog-type incidental.
Description
They are a peach garfish with brown fins and lips, big beady dark yellow-orange eyes with black pupils, and thin black feet. They wear a teal shirt. In their older appearances, their eyes were colored orange.
Crowd
It is a distant incidental with Incidental 21's color palette appearing as a large peach fish with a brown dorsal fin and legs who wears teal pants.

They are a patty monster with a large long head pointing upwards. They also have indigo lips and fins and large yellow eyes.
Role in series
Incidental 21 is a very occasionally used incidental character in the series. They are usually seen very deep in crowds with other incidentals. They were a bit more common in the first three seasons and they have yet to have his own speaking role. They were firstly designed to be a Krusty Krab customer.

"Bubble Buddy"
They glare at SpongeBob when they discover that they have been waiting in the bathroom line for Bubble Buddy.
"Pranks a Lot"
They are seen in SpongeBob and Patrick's imagination watching them sit on an invisible park bench.
"Bulletin Board"
They are seen looking at notes on the Krusty Krab sign with Stretch.
"Snooze You Lose"
They are one of the various people near the bus stop who shockingly watch SpongeBob and Patrick from inside Squidward.
"Burst Your Bubble"
Mrs. Puff pops their bubble boat with her boatmobile.
"Krabby Patty Creature Feature"
Incidental PM13 is one of the many patty monsters that take over Bikini Bottom throughout the episode.
"Handemonium"
They are one of the fish the Chum Bucket glove squeezes out of the bus.
"Karen for Spot"
They watch Spot's discarded bubble devour the sun at the end of the episode.
"Friendiversary"
They are seen eating at the Krusty Krab with Incidental 29 while Squidward keeps an eye out for SpongeBob.

They appear as one of the common citizens of Bikini Bottom.
Trivia
- They are miscolored as Incidental 5 in their production order debut, "Squeaky Boots."
- They and Incidental 18 are the only incidentals that were designed for "Squeaky Boots" that were not on the first row of the original incidental model sheet.
- They, Incidental 29, and Incidental 34 are the only incidentals present on the original incidental model sheet that have not had their own speaking role.
